How come this cheat code won’t work for the sims 2 pets for the ps2 console?

I am trying to use this cheat code.
When I activate the cheat gnome, the cheat gnome works for all other codes, except this one:
right, down, right, up, right, down, right, up
It is supposed to make the whole pet empourium fully upgraded, but it never works, is this the right code? If it is, how do I make it work?

   The game when you need to pause the game when you need to pause the cheat or on certain menu.
   The cheat or on certain menu.

   I believe what I did was go to the Town Square and enter it there. this cheat does not work from the gnome.
